". Regulation (EC) No 639/2004 on the management of fishing fleets registered in the Community outermost regions provides for a number of derogations from the entry/exit regime established under Article 13 of Regulation (EC) No 2371/2002 on the conservation and sustainable exploitation of fisheries resources under the common fisheries policy. However, the belated adoption of the Commission legal instrument enabling the Member States concerned to allocate state aid as well as limited shipyard capacity have made it impossible to meet the deadline relating to the entry into the fleet of fishing vessels benefiting from state aid for renovation up to 31 December 2008, as specified in Regulation (EC) No 639/2004. In its report, the Committee on Fisheries defended the extension of deadlines for state aid for the renewal and registration of vessels, both in relation to the Regulation currently in force and in relation to the proposal presented by the European Commission, according to which the deadline should be extended only by one year, in other words until 31 December 2009. The extension of state aid for renewing the fleets of the outermost regions until 31 December 2009 and the possibility of registering vessels until 31 December 2011 represent vital assistance taking into account the aforesaid constraints. I therefore voted in favour of the Guerreiro report."@en1
