". Madam President, ladies and gentlemen, I have voted in favour of the report presented by Mr Papastamkos on a strategy for the future settlement of the institutional aspects of Regulatory Agencies. I welcome the Commission’s plan to set up an interinstitutional working group to be responsible for defining the functions of regulatory agencies, and the respective competences of each European Union body in relation to the aforesaid agencies. This proposal should be the starting rather than the finishing line though, since the objectives go far beyond the creation of an interinstitutional group. Indeed, the proposal for a common approach, insofar as possible, to the structure and functioning of these agencies is aimed at cutting red tape so that these bodies can carry out their legislative role in a proper and effective manner. This will make it possible to monitor them and to meet the auditing requirements, at least in part, as well as to foster the responsibility called for by a role of such importance."@en1
