"The Commission has just published its 24th annual report on its control of application of Community law by the Member States. The quite legitimate question that can be asked is: are there any differences or progress in relation to the previous report? It would seem not. As always, the poor students of Europe are the Member States. What solution is proposed by the rapporteur? More firmness with regard to the Member States, more submissions to the Court of Justice if necessary and more firmness in executing the decisions pronounced by the Court. In a word: more powers of coercion and repression for European institutions in relation to the Member States. The Community legal order, already set up with treaties that take precedence over national rights, now wants to be more and more oppressive and destructive of the said rights of the Member States. We are resolutely hostile to this, since the enfeoffment of national rights and legal specificities will surely lead to enfeoffment of the Member States themselves in a Europeist and federalist project."@en1
