". Madam President, ladies and gentlemen, I voted in favour of Mr Wijkman’s report on building a Global Climate Change Alliance. The subject of climate change has been on the agenda for many years: much has been done, but it is not yet enough. The aim is to step up action on climate change outside of the EU. We therefore need to promote political dialogue between the EU and developing countries in order to encourage the incorporation of factors connected with climate change into plans for reducing poverty at local and national level. I support this initiative; before it gains ground, of course, it will have various challenges to face, such as the lack of coordination at world level, the scarcity of funding, and so on. I also agree with the rapporteur’s remarks on investing in the development of innovative public-private partnership (PPP) models, in which Europe has great faith. They represent the future for the EU at national, regional and local level."@en1
