". The aim of this report is to ‘polish up’ the European strategy for preserving cod stocks. Since November 2000, when the International Council for the Exploration of the Sea (ICES) drew attention to the serious risk of collapse in cod stocks in the North Sea and off western Scotland, and at the Council meeting in December 2000, Fisheries Ministers and the Commission have expressed concern at the critical state of stocks. Given the different situations in the various fisheries, this European Parliament report aims to ensure greater flexibility of action, taking into account the different fishery and stock conditions in the various areas in which the recovery plans for this species will apply. Guaranteeing greater involvement of the relevant Regional Advisory Councils (RACs) and Member States in the effective management of cod stocks is one of the priorities of this report. Express reference to the RACs and Member States in the legislation will give a clear indication that the EU institutions are serious about involving these stakeholders in future development of fisheries management systems.
