"Thank you, Mr President; as I already pointed out in my earlier speech, the Committee on Development endorses the aims of the ‘Erasmus Mundus’ programme and supports this proposal. My report contained suggestions that were taken on board by the rapporteur. However, I would like to appeal to the Commission: let us not repeat the mistakes of the past. Only a few months ago we had to resort to the European Court of Justice to ensure compliance with the legislative provisions contained in the DCI. The principle we want to uphold is simple and straightforward: resources intended for development must actually be used, in their entirety, for development. We note the commitment of Commissioner Figeľ to this matter and will watch closely to ensure that the reference legislative framework is complied with in full."@en1
