"Mr President, Minister, Commissioner, when we talk about a social Europe, we must always put people and their concerns at the forefront. Putting them at the forefront means that we must have a top priority, which is that the health system should provide people with the best possible care locally. That is the number one priority. That is the proviso which must underlie our approach to this directive.
There are, however, many other considerations, for which we also need other solutions, be it because people are travelling or are working in other countries or be it because they have a rare disease or because they will receive better care in another country. This means that there is also a need to remove the obstacles to mobility in such cases and to ensure that legal certainty is created. That is the second priority.
The third priority is that we must remember time and time again that, under the European treaties, healthcare in the Member States is a matter for the Member States, and we must respect that. In other words, the organisation and funding of healthcare systems are the responsibility of the Member States, and our legislation can do nothing to change that. It is not an option, we cannot do it, and we have no intention of doing it unless we were able to agree at some future date to create a common health policy. That would be the ideal scenario, but I am afraid we are still far from ready to take such a step."@en1
