"We Radical Members abstained from approving the Harbour report today in order to highlight the missed opportunities for taking immediate, binding action to promote the inclusion of people with disabilities. Although some progress has been made, too few mandatory requirements are to be imposed on the competent authorities and telecommunications operators as regards the inclusion of disabled people. For example, no account has been taken of the proposals drawn up jointly with the Luca Coscioni Association for the subtitling of all public service broadcasts such as news and current affairs programmes; service operators will not be obliged to inform disabled users periodically about services intended specifically for them and about the reduced tariffs available to them. Furthermore, a good deal of confusion persists about the guarantee of Internet neutrality and the safeguarding of users' fundamental rights. The web is increasingly being subjected to military-style monitoring and, on the pretext of protecting security, users' freedoms are once again being eroded whereas, given the possibility of systematic filtering of the web, protection and guarantees for users have yet to be demonstrated."@en1
