"The telecommunications sector is developing at such a rate that it became necessary to adapt the legislative framework. However, it was obvious to me that this framework should be clear and precise and, above all, that it should not stop investment by European telecom companies, which face stiff competition from the American and Asian markets. Our businesses must be able to plan and invest in new technologies without any delay. Although it is of benefit to all to strengthen the internal market in the telecoms sector, I am delighted that the Commission has not succeeded in imposing its authority on us but that Parliament has proposed the Body of European Regulators in Telecom, a credible alternative that enhances cooperation among national regulators and avoids the additional bureaucracy the European Electronic Communications Market Authority would have meant. The Luxembourg telecommunications market (4.7% of the working population are directly or indirectly employed in this sector), for example, requires a powerful national regulator that is close to and aware of its peculiarities. In this case, it was the right decision to apply the principle of subsidiarity."@en1
