"Regrettably, for reasons beyond my control, I could not take part in yesterday’s debate on this directive on ship inspection and survey organisations. I want to take advantage of this opportunity to express my satisfaction that this directive has been adopted by Parliament with the recommendations of the Committee on Transport and Tourism. There were a couple of aspects that were not clear enough or properly dealt with in the common position adopted by the Council. The first was that ship classification societies, when acting on behalf of national administrations – because it is the responsibility of flag States to guarantee the safety of ships – must be covered by the same legal guarantees as when it is the national administrations that are acting. Secondly, I believe we have properly clarified the financial liabilities in the event of an incident. The Council common position did not clearly distinguish between the three possible cases – where these incidents cause the deaths of people, where they cause personal injury or where they simply cause property damage – so Parliament has sorted this out and ensured that it is clarified. I hope this will be accepted by the Council."@en1
