"in writing. − A priority of all education ministries must be the recruitment of the best candidates to the teaching profession. The profession has to be sufficiently attractive. Teachers must benefit from remuneration which reflects their importance to society. Investment in education is never wasted. More resources have to be allocated to teacher training. The profession has to be fulfilling. It has to be seen as a good career. Supporting teacher education through the Lifelong Learning Programme is essential.
