"The amendment of the Rules of Procedure may appear to be just a technical matter, but in reality it involves strengthening or weakening their democratic legitimacy. The two precedents, in which the Presidents did not have to follow the recommendations of Parliament’s Committee on Legal Affairs, have revealed a gap in our Rules. I will support the amended version of Rule 121, which will ensure that in such cases the President shall submit the matter to the Conference of Presidents and then to plenary. However, I believe that the President should present and defend his position before the Committee on Legal Affairs rather than before the chairmen of the other committees. It is a pity that there is no mention in the amendment of the possibility of a group of Members suggesting a third alternative to plenary, or whether plenary only has the choice of accepting or rejecting the alternative submission by the President or the Conference of Presidents. We are dealing here with a new precedent, which will only be tested in the future. I do not think that this is about bureaucracy, but about democracy."@en1
