"Mr President, in this very important discussion let me focus on two points that I think are significant. One of them concerns the legal aspect. I think it is time for an update of the Convention on the Law of the Sea, so that we can improve the legal basis for implementing various methods of combating the problem.
The second point is the operational side of things. The maritime aspect of the issue is important, but not sufficiently so. An operational plan is needed; sea and air forces must be used in order to allow effective action.
Lastly, there is a series of interrelated matters. Commissioner Tajani said that the link between piracy and terrorism is being investigated, and I must add a further dimension: the interconnection between piracy and organised crime should be investigated."@en1
