Transparency should be a guiding principle in how markets operate – financial markets in particular. However, this should not be the only consideration, lest the principle should become the rule, confusing the desired result (healthy and efficient financial markets) with the proposed means of achieving this (sufficiently regulated and supervised markets). In the context of the current political and economic debate on financial markets, it is important for the Commission to interpret this recommendation in this sense, committing itself to defending the quality of European financial markets.
