"Madam President, I am speaking here also on behalf of the Austrian People’s Party delegation. We voted in favour of this report, quite simply because we have to do everything we can to combat terrorism in good time.
I should like to draw attention to one point, however, against which we would speak out most decisively, as I am of the opinion that Parliament has made a mistake. We should not be replacing the crime of ‘public provocation to commit a terrorist offence’ with the crime of ‘incitement to commit a terrorist offence’, for the very simple reason that proof of incitement cannot be provided until the act has already taken place; that is, until people may have already died. We are in favour of the possibility of timely intervention when a terrorist act has not yet been committed – that is, beforehand – so that lives can be saved."@en1
