"Mr President, ladies and gentlemen, as usual, the reports attempt to combine data protection with the prevention of terrorism. Of course, we all wish to step up the fight and win the war on terrorism, but frankly I wonder if, since we have both these aims, what we are debating will – as with all compromises – end up toning down the scope of the initiatives. Well, police cooperation and protection of individual rights are not infrequently antithetical, but here they manage to find a reasonable balance.
What is certain, however, is that citizens of the EU are harassed by continuous, not to say suffocating, restrictions on their privacy, and likewise it is certain that this is totally useless in protecting us from terrorists. In fact, regardless of the global controls on the communications and movements of persons, terrorists continue to make converts and to sow death. Unfortunately, our initiatives do not reach as far as the criminal hand of a certain Islamic radicalism, and so we ought perhaps to take a different approach to combating it."@en1
