"What grief, what suffering, what pain, what hate terrorism involves! Fortunately, we have been taught to hide, to protect ourselves and to hate, for such are our basic rights, and this is what they have been reduced to. However, we have not been taught a fundamental obligation: not to provoke terrorism. Terrorism is not a vice; it may be a criminal act committed in protest, and one committed in vengeance, and it is unquestionably an appalling crime: but it is not a vice. I have not seen terrorists who are perverts and who die with their victims. Terrorism is provoked. Inasmuch as it is provoked by those who provoke and make use of it, terrorism will kill.
We in Parliament must protect Europeans, but we must also protect those who are being killed in Islamabad, in Sharm el-Sheikh, and most recently in Algeria. It is now Parliament’s obligation to protect those who are not to blame."@en1
