"Mr President, terrorism is one of the greatest threats of modern times. The 11 September attacks made us aware of that in no uncertain terms. Terrorism is based on both a psychological and a social and media effect. Hence the problem that has arisen of the endless list of questions on how to avert threats of this type, which have acquired a global dimension. The sowing of fear and terror and attacks on civil society – this is the face of terrorism. The EU must provide its citizens with a high level of security. Particular attention needs to be given to terrorists’ use of IT and communications technologies, particularly the Internet, which helps to disseminate propaganda broadcasts and training manuals. This is what we really need to be countering. Combating terrorism must become a priority for us in the EU, particularly combating its most threatening variant, Islamic terrorism, the objective of which is the absolute destruction of Western civilisation. What can we do? The choice is simple: either we annihilate terrorism, or terrorism will visit apocalypse on the world."@en1
