"Declaring 2009 as the European Year of Creativity and Innovation is a firm commitment that we have undertaken. 42% of the businesses working in industry and services within the EU have reported innovative activities. In 2003, 65% of German companies innovated and 312 patents were awarded per 1 million inhabitants, compared to the European average of 128 per 1 million inhabitants. In Romania, one fifth of companies do innovative business. In 2006, European investment in research and innovation amounted to a mere 1.84% of GDP, compared to the 3% target set by the Lisbon Strategy. Investment in research and innovation did not increase at the same pace as European GDP. I believe that surveys, polls, conferences and information campaigns are not enough. The European year of creativity and innovation must be a year when promises are kept. Promoting creativity needs appropriate support from the Community budget as well as from national budgets. Commissioner, together with us, with the European Parliament and the Member States, you are committing yourself to an increase in creativity and innovation in Europe in 2009."@en1
