". − We voted in favour of this report, despite certain contradictions. However, there are many positive aspects which are important, in particular its defence of the precautionary principle, confirming that this should constitute one of the cornerstones of Community policies in the areas of health and the environment. The report also makes some criticisms of the Action Plan, particularly where it states that this ‘is bound to fail at least in part, since it is designed solely to accompany existing Community policies, it is not based upon a preventive policy intended to reduce illnesses linked to environmental factors, and it pursues no clear, quantified objective.’ The report also underlines that the European Commission must take account of the economic importance of SMEs, by providing technical support to allow and help them to comply with binding environmental health regulations and to encourage them to make other changes which are positive from the point of view of environmental health and affect the operation of enterprises."@en1
