". I welcome the adoption of Mrs Lambert’s report on the evaluation of the Dublin system. The report rightly recalls that, overall, the objectives of the Dublin system have, to a large extent, been achieved, but that, owing to the lack of precise data, it has not been possible to evaluate the cost of the system. Some concerns remain in terms of both the practical application and the effectiveness of the system. The report opens the debate on the future of the common European asylum policy which was launched in June 2007 with the publication of a Green Paper. The report points out that the following aspects of the system should be clarified or modified: observance of the basic principle of ; applicants must receive all relevant information concerning the Dublin system in a language which they understand and they must have access to legal aid throughout the procedure, they must also have the right to a suspensory appeal against any transfer decision; the criteria for determining the age of minors should be harmonised; mechanisms should be devised for blocking transfers to countries which plainly do not uphold applicants’ rights."@en1
