"Madam President, Mrs Doyle, I believe, firstly, that as you rightly say we must use the various possible measures as a carrot rather than a stick, to ensure that there is no exemption from the obligation to reduce greenhouse gas emissions. Secondly, we must find the right balance in relation to the demands of the industries, which are not always fair in that respect. In relation to Article 20 of the WTO, we believe this measure does indeed respond to the legitimate objective of conserving exhaustible natural resources. According to the experts’ report we have received, it therefore complies with the rules of international trade law."@en1
