Could the Minister please comment on Article 20 of the WTO which allows for such a contingency, that is, a ban where conservation of exhaustible ‘natural resources’ are threatened? Will carbon dioxide reduction goals come within that definition as clean air has heretofore? I would like the Minister to develop his thoughts on this."@en1
