"Mr President, economic growth should serve to improve the material situation of our societies. However, in putting comfort and security first, we are liable to forget that the social model of the economy means in practice greater bureaucracy. If we also forget that the surest foundation for social policy is economic growth, we may lose ourselves in fine-sounding slogans that have no connection with reality and may also, like the provisions on non-discrimination, breach the principles of subsidiarity and common sense.
How can we break the vicious circle? The new social agenda is only a partial answer to this challenge. It talks too much about rights and privileges and too little about the fact that they cannot be guaranteed without a well-organised effort and responsibility for the economic effects at each stage. From each according to his means, to each according to his needs. That is a utopia that is bound to result in a shortage of goods and services of suitable quality."@en1
