"Madam President, this is just to react to the British sceptics because I agree with them that we should not make legislation on the basis of the lowest common denominator. The thing is, however, that you then have to think about how you want to make legislation, because if we also agree that we want to have a common approach in catching criminals, then you cannot make legislation through unanimity. That is why everything is now stuck in Council.
But I also expect their help in coming up with a decision-making process with Qualified Majority Voting (QMV), because otherwise we are stuck. Either you isolate yourself and do not want to cooperate in the field of justice, or we go over to QMV, because that is the only way we can make really substantial, meaningful legislation."@en1
