"− I am voting in favour of this resolution although I hope that it is not exploited for party-political purposes. The Roma issue is neither a right-wing nor a left-wing issue but simply a serious and unsolved problem requiring urgent action, and that has been put off for too long. We are for a culture of integration and we therefore need to invest in practical efforts and commitments. The measure under discussion in our Government, despite Minister Maroni’s ambiguous reassurances, should be reduced to the bare essentials: the problem with this measure is not identification in itself, but the fact that it aims to use an ethnic criterion and a highly discriminatory practice (fingerprinting), especially in relation to minors. We are not alone in highlighting these abuses: there have been loud protests from large parts of the Catholic Church, and both lay and Catholic voluntary associations and organisations. The national President of Unicef has also firmly rejected the substance of this decree. I hope that this vote, which in practical terms condemns Italy, teaches the Government a lesson: that it must abandon the mistaken path that it has taken."@en1
