You are quite right: all fundamental political ideas are debated in the Council and these debates are not carried out behind closed doors. All Member States have gradually managed to express their opinion, and only the Federal Republic of Germany did not express its consent. This is the situation but, as I have already said, this does not mean that we have reached the end of the road. We will be looking at other ways and options in order to achieve unanimity. I want to stress that of course the systems are different in individual Member States, and of course the decisions concerning these systems are not just minor technical matters. Therefore I fully understand that countries take this question seriously but, as I have already said, this is how the situation is at the moment."@en1
