"Mr President, Zimbabwe needs international aid and our support, but it also needs to make reforms itself. The European Union, the African Union and the Republic of South Africa should encourage a dialogue between the ruling party and the opposition. Zimbabwe must finally start along the path to democracy and appoint a government of national unity. […] UN initiative, according to which an embargo on arms supplies to Zimbabwe would be imposed and the assets of persons closest to Mugabe would be frozen. Steps must be taken immediately to make it possible for humanitarian organisations to function. One solution could be for aid to be supplied to the regions most in need by non-governmental organisations."@en1
