"Mr President, as you know, although the Council cannot take an official position on the various proposals for themes for future European Years, it was very interested in Mrs Harkin’s suggestion. Themes for European Years may be proposed by individuals, groups or institutions, but must first of all be approved and selected by the European Commission, which then draws up a legislative proposal. This is in turn examined by the European Parliament and the Council, according to the codecision procedure. The Council therefore suggests to the honourable Member that she submit her proposal to the European Commission, which is the only institution that has the right of initiative for proposals of this type. As far as 2008 is concerned, as you know, the European Year is devoted to intercultural dialogue and we intend to keep this issue to the forefront of the French Presidency."@en1
