Mrs Haug’s report asks for an extensive mandate for the budget negotiations with the Council. The reasoning is that there is a need to guarantee sufficient funds for the expenditure items proposed by the Commission. There seems to be no limit to the amounts the European Parliament is prepared to spend. In my opinion, it is the wrong approach. The starting point should be the overall framework which has been decided; the necessary priorities should then be established among the various expenditure items.
There is a need for greater flexibility within the existing multiannual financial framework. I therefore support the idea that the margins which have arisen on the agriculture side should be used for other purposes."@en1
