"Mr President, I, along with most Conservatives, take the view that there is an urgent need for reform of this Parliament. I have had the great privilege during my life of serving not just here but in the House of Commons and in local authorities in the United Kingdom. I have to say that in those other bodies – local authorities and the national parliament – there is greater democracy and participation than here in this Parliament. What we need to see is an engagement of Members of this Parliament in the procedures in the debates. There is no debate here, there is no argument, there is no fire, there is no enthusiasm, and the problem with this report of Mr Corbett – well intentioned, I am sure – is that it will give the President of this Parliament even greater powers. That is wrong! What we should be about, if we are sensible in the years that lie ahead, is giving the Members greater powers and the President reduced powers. That is the reason why I voted as I did."@en1
