"Mr President, at least two good things have come from the fact that the European Parliament has taken up the Nord Stream case for debate. Thanks to the public enquiry in the Committee on Petitions in January, we can expect Nord Stream to undertake an impartial and comprehensive environmental impact assessment.
The second good thing is that the debate should also have made it clear to the owners of Nord Stream and the Russian state that permission to build the gas pipeline can only be obtained if Russia also ratifies the Espoo Convention. It is a prerequisite that liability in the event of damage should have been settled. However, as we have heard, other confidence-building measures will also be needed if this project is to become the strong uniting bond between the EU and Russia that we hope. Among other things, Gazprom must also be able to give a public demonstration of its ability in practice to honour its commitments on deliveries in the future."@en1
