"The Lisbon Treaty and the Irish ‘no’ opened the Council agenda in the 19-20 June sessions. More than two thirds of Member States’ Parliaments have already ratified the Treaty. The Irish government requested the reconsideration of the situation at the Council meeting planned for October 2008.The vote of the Irish people shows that citizens expect that the Union should provide solutions to their daily issues: jobs, social conditions, rise in energy and food prices, climate change, and demographic changes. The Council reaffirmed the need for rapidly adopting the measure package on energy and climate change, as the Union’s diversity in energy sources and the increase in energy efficiency are essential to its economic development. The Council underlined the importance of investments in innovation, research and in the development of agricultural production and drew attention to the social and environmental impact of bio-fuel production and use within and outside the EU. I welcome the Council’s firm commitment to support the participation of all Member States in the ‘Visa Waiver’, the visa exemption programme, with a view to ensuring the full reciprocity of travel without a visa and the equal treatment of all EU citizens in conjunction with the USA. I welcome the Council’s commitment to promote regional cooperation, especially in the Black Sea and the Western Balkans region."@en1
