This report begins by supporting the range of liberalisation packages for the electricity and natural gas markets, pushing for their privatisation even though they are strategic sectors for development and social progress. As is well known, the application of these packages in Portugal has exacerbated supply problems and increased consumer prices, and has also increased unemployment and job insecurity in the sector.
The European Commission is now seeking to gloss over the problems its strategy has created by presenting the ‘European Charter on the Rights of Energy Consumers’. Despite the limited number of rights it refers to, we do not disagree with this Charter. The question is whether it will be adhered to by the sector’s controlling economic groups, which Community policies are increasingly subservient to. Hence our abstention in the final vote on this report."@en1
