Madam President, ladies and gentlemen, I shall be voting for Mr Markov’s report. In my view, this a very comprehensive proposal which includes a whole range of aspects geared towards ensuring that safety is taken into account through all the stages of life of road infrastructure: from planning to design and use.
I agree with the respect of the subsidiarity principle in the proposal, leaving it to the discretion of Member States to decide how intensively ‘road safety impact evaluations’, road safety audits and safety inspections are to be applied.
The adoption of a legislative instrument geared to the safe development of the road network, through an approach which is not too inflexible, has to be seen as a positive result, whose effects will depend on the intensity with which it is applied. However, I feel that it is essential to lay down binding minimum standards, from which no derogations are possible, to be applied in all Member States."@en1
