I fully support this report. Every year an enormous quantity of dangerous goods, such as chlorine and petrol, is transported by inland waterway in the European Union. No rules have so far been drawn up on that, although there is legislation on the transport of dangerous goods by road and rail.
Legislation on the transport of dangerous goods by boat is badly needed, not just for safety reasons but also to regulate protection of the environment and public health at European level. Much of the transport of this kind is cross-border. Furthermore, European rules are also to the benefit of businesses, which at the moment have to comply with different national requirements in the various Member States. Inland waterways transport also emits less greenhouse gas. It is therefore very important to harmonise the requirements for the various forms of transport. It will then become more attractive to combine several modes, for instance with part of the journey being done by rail and the freight then continuing by boat. Not only is that efficient, it is above all sustainable. I therefore hope that transport firms will actually opt more often for a combination of different modes of transport."@en1
