". − This is another part of the third package of measures to liberalise the energy markets in the European Union, following on from the recommendations adopted by the European Parliament in June 2007. The rapporteur agrees with: the inclusion of stronger and more independent powers for the regulators; increased requirements for transparency in the market; an improved framework for cooperation at European level between national regulators as well as between transmission system operators; more emphasis given to the further development of interconnection capacity between Member States, and the proposal of ownership unbundling as the most effective, but not the only, means to encourage investments and avoid discrimination towards new entrants. In other words, the European Union forced the privatisation of a sector that is strategic to economic development and is now trying to take steps to deal with the serious problems created by the economic groups that have taken over the sector. That is why the rapporteur himself raises some questions about the voluntary implementation of the codes and rules, arguing that they should be compulsory. However, no one is admitting that the real solution would have been to retain a strong public sector in the area of energy, which is why we voted against this report."@en1
