"I too would like to add an explanation of my vote on the Weber report. As a Member of this Parliament I believe it is important to adopt this report, which represents a first step towards a European Union policy on immigration. At the same time, as a human rights and minority rights lawyer I believe that my yes vote is justified. The Weber report is the result of a difficult compromise, in the course of which Parliament has been able to ensure that a good number of humanitarian and human rights viewpoints have been incorporated in the text. In areas where there is no regulation, this represents progress. In areas where there is already broad-based regulation, it cannot pull down higher standards. As is the case with all compromises, there are weak points, vulnerable points in the text. I therefore understand the reservations expressed by religious organisations and lay persons, and I agree with them that we cannot allow the high-flown language of the legislation to be used to circumvent humanitarian or human rights considerations. We cannot allow this text to be the source of new tragedies or for splitting families up; there has already been enough suffering in the lives of immigrants who come to us seeking a more humane existence.
