"First of all I do not see a reduction of VAT as a possible solution. Today we have oil prices of approximately USD 136-137 per barrel; if we were to reduce the VAT what would be the next question if we then had an oil price of USD 160 – would we reduce it further?
We have to be much more forward-looking when trying to find solutions and here we have encouraged investments in reducing the dependency on oil. That is possible within the agricultural sector and we are now discussing it for fisheries as well, because fisheries is even more dependent on oil prices. Therefore, investments in new technologies is much more forward-looking than just reducing the VAT.
In response to the other question raised, we will present a proposal this year for the most deprived people within the European Union. We have a scheme in place already, but its survival is based on surplus stocks – intervention stocks of agricultural products – and we do not have anything on intervention any more. Therefore we need the legal basis for a new scheme and I hope that the honourable Members will be satisfied when they see what we are considering as a way to continue or even increase the economic basis for such a scheme.
