"Mr President, the Harangozó report accepted today raises the exceptionally important problem of the impact of cohesion policy on the integration of the most threatened societies and groups. This report unambiguously stresses the need for a continuation of cohesion policy in areas that are less developed, neglected, where there are difficult farming conditions and where there is weak or outdated infrastructure.
Particular support should be provided for regions and for areas where there is historical developmental retardation, where the local people are less well prepared to meet the difficult challenges of a market economy. Intra-regional differences in the level of development are very great. It is therefore necessary to create a factual image of the state of development of our regions and to use this as a basis for getting to grips with difficult areas within individual regions. We can say right now that this concerns mountainous areas and a significant proportion of rural areas. We have to put together a sustainable development process so that enclaves of weaker development or backward enclaves are not left behind or created."@en1
