"Mr President, I abstained from voting on Mr Harangozó’s report. One of the aims of the European Union’s cohesion policy should be to bolster the instruments of solidarity and integration. Vulnerable groups and communities should receive our support in the fight against exclusion and inequality. This should not, however, be seen as a counter-argument to the development of urban areas, as one does not preclude the other. A territorial approach is important but does not, after all, invalidate the significance of effectiveness in cohesion policy."@en1
