"Mr President, I supported the revision of the framework directive on waste today. One of my reasons for doing so was that after the adoption of the directive the Czech Republic will be able to ban the import of waste although it will contradict the national plan. Thanks to the intervention of Parliament, the revised text also contains new goals in the area of recycling. The southern European countries consider them to be too ambitious while the Scandinavians, as well as the Czechs, think they do not go far enough. I welcome the compromise that was reached. Different countries have different starting points and this directive is a common beginning. Today’s waste production is 3.5 tonnes per person and in the southern European countries up to 90% of waste goes to landfills. The five-stage waste hierarchy is being incorporated into European legislation for the first time: first comes prevention, then re-use, then recycling and only then incineration as a means of energy production. Landfills are the last resort for residual waste. I very much value the work done by Mrs Jackson. Thanks to her, this beneficial compromise for Europe was reached."@en1
