"Madam President, millions of people are staying in Europe illegally, and they are tolerated because they are a source of cheap labour, they do not acquire rights to a pension or to health care, and they cannot voluntarily pursue their rights through the courts. I have no doubt that every person, regardless of his or her legal status, has a right to dignity and to humanitarian treatment. That is why I am pleased to welcome the European Commission’s proposal that is intended to harmonise principles in this matter. I have no doubt that all of us in this Parliament want transparent and clear Community principles and procedures relating to returns, expulsions and entry bans for illegal immigrants. We have been waiting for them for quite some time. Parliament has already spent two years working on these solutions. Let us not forget that we shall have to wait a further two years for this directive to enter into force, as that is its implementation period in the Member States. Although the directive gives rise to reservations on my part – our reservations regarding, for example, the detention period for immigrants, the holding of children without guardians and the ban on re-entry to the European Union – I want to ask whether illegal immigrants should continue to await a harmonised immigration policy, including minimum standards. Must they witness a discussion that demonstrates that Europe is unable to come to an agreement on this matter? I think not."@en1
