"Madam President, congratulations to the rapporteur on a realistic appraisal of the growing waste problem. The basic assumptions in the proposed regulations are waste prevention and material recycling. Recovery of energy is simpler, but it should not replace material recycling, which is more difficult. For this reason it is necessary to create the conditions to enable material recycling to take place and to make more precise legal distinctions describing, for example, when scrap metal does not constitute waste, but becomes a raw material. We need better and cheaper material recycling technologies. Products should be designed in such a way as to simplify recycling. Selective collections are needed and these need to be adapted to the market in such a way that both households and potential users of secondary materials can benefit. Without these solutions we face the risk of a repeat of the present situation in Naples, where, unfortunately, the incineration of waste may turn out to be the only option."@en1
