"I have been a member of the ACP-EU Joint Parliamentary Assembly since my first term of office. Mr Hutchinson’s report on the work of the Assembly in 2007 is, I believe, a comprehensive account of both the progress made over the last year and the challenges that we have faced. I think that the fact that the standing committees will now also be responsible for following up resolutions is definitely a move in the right direction. It has provided an opportunity for far more in-depth dialogue than was previously available to them in the more formal follow-up that took place in plenary. Furthermore, the Assembly has had a key role in monitoring negotiations on Economic Partnership Agreements (EPAs): interaction between parliamentarians has fostered the transparency of the process and made it easier to take grass-roots issues into account. It is because of the very nature of the work that the Parliamentary Assembly has, to my mind, become an important actor in EU development cooperation. Strengthening the parliamentary dimension and close cooperation in the follow-up process will do more and more to enable EU funds to be channelled directly to serve the needs of the people and, for example, to achieve the Millennium Development Goals on health and education."@en1
