"EU-US relations in many issues have been through substantial changes over the last years and are moving into a phase of consolidation for many items of cooperation. The recent case of the negotiations on lifting visa restrictions for travellers from the EU is an excellent example – in spite of the positive outcome – showing why, in order to ensure successful talks between the US and the EU, we ought to avoid mere bilateral agreements which actually undermine the negotiating powers of the EU as a whole.
Having a package agreement encompassing the 27 Member States, based on the distribution of competences between the Union and the Member States, was indeed crucial in order to support the EU visa common policy. It is essential to ensure that, where Community competences apply, we secure EU-wide deals with our strategic partners such as the United States. In my opinion, it is in the interest of both partners. It is indeed the only way to ensure that the Visa Waiver Programme brings full reciprocal visa free travel and equal treatment for all our citizens as regards the status of their passports, just as for US citizens."@en1
