"In 2001 the Council exempted US citizens from the visa requirement. Unfortunately, a comparable exemption does not apply to all EU citizens. The US still maintains the visa requirement for nationals of some Member States (currently Bulgaria, Cyprus, the Czech Republic, Estonia, Greece, Hungary, Latvia, Lithuania, Malta, Poland, Romania and Slovakia). More than 10% of visa applications are rejected. According to the applicants, the process is often based on non-transparent criteria. On the one hand, there is the rule that since the entry into force of the Amsterdam Treaty in 1999 the Council has been responsible for establishing the rules on EU visa policy. On the other hand, there is the rule that the US conducts only bilateral negotiations for including countries in the visa waiver programme, since this is in accordance with its national legislation and only individual countries – not international communities – may enter this programme. I welcome the European Parliament’s resolution on negotiations between the European Union and the United States, which is the result of intense debates in the European Parliament. I trust that the resolution will banish all doubts about the legitimate efforts of the new Member States to eliminate the differences between the old and new Member States of the European Union."@en1
