"Madam President, I would like to thank my colleague, Johan Van Hecke, for an excellent report. I endorse fully paragraph 1 of the report. However, the Member States and the Commission can only make their actions more harmonised, transparent, predictable and collectively effective if they pool resources under a single institution responsible for development aid. That is my first point. Aid effectiveness is in our own hands, as quite often we spend far too much on the administration in charge of responsible use of development aid in target countries. We should save, for example, on staff training, administration and expenses so that more development aid actually reaches the recipients. At the moment there is no proper coordination between the Member States concerning the allocation of their funds. According to the principle of subsidiarity the executive power ought to reside at the lowest feasible level unless designation of power to a higher level presents considerable advantages. There is no universal solution to the problem of low aid effectiveness but one step should be serious and swift changes to the administration framework through further centralisation, as we are continuously losing time and human lives."@en1
