". − This is just another step towards and another instrument aimed at increasing the liberalisation of international road haulage by seeking to promote greater competition between operators in a sector that is already overwhelmed with countless heavy costs for its workers. One of the current aims is to find a way of facilitating the inclusion of ‘cabotage’ operations by road transport – in other words, carrying out up to three transport operations following an international journey, provided that these are carried out within seven days – in a market which is already so liberalised that this will profoundly impact on the finances and survival of national operators. This decision will also have harmful consequences for road haulage workers. This can be seen, for example, in the proposal by a majority of this House to remove the reference to ‘working time’, just leaving the terms ‘driving time’ and ‘rest periods’, in other words allowing longer working hours which will adversely affect working conditions and worker safety. If we take account of the recent Court of Justice decisions, not even the reference to Directive 96/71/EC on the secondment of workers will protect the labour rights of many workers in this sector."@en1
