". This very good report will not be well received in Ankara. On the one hand, we recognise the efforts made, namely adoption of the Law on Foundations, reform of the Penal Code regarding freedom of expression, and the constitutional changes announced. On the other hand, certain issues still remain unresolved. These include freedom of religion for faiths other than Islam, interference in the activities of the Ecumenical Patriarchate, and the slow progress of investigation into the murder of Hrant Dink and the three Christians from Malataya. It is also the case that certain provisions in the Association Agreement have not been complied with. We wrote about each one of these issues last year. One might well conclude that time passes very slowly in the region of the Bosporus. Instead of pressing for the full integration process, we should perhaps set out a legal framework for a type of cooperation between Turkey and the Union that would be better suited to both partners. That could be done immediately. The political dimension of such a framework could well transcend the European Neighbourhood Policy. The alternative package would not cause tensions such as those currently experienced in Ankara and in European capitals regarding the debate about Turkey becoming a full member of the European Union."@en1
